Su nombre lo toma por la cercanía a la Gobernación, al Consejo Municipal y al Cabildo de la ciudad. En la mitad se encuentra el monumento de Antonio José de Sucre. Alberga a las fuentes de la Gracia y de la Gloria (símbolos alegóricos de los siglos XVIII y XIX).
